Basic Requirements:
A. Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30
semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.The adequacy of such background must be demonstrated by at least one of the following:
1.RELATED CURRICULUM:Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the
completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A.The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure,
economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively)
intended to house human activities.The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and
materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials.Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities.As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.
2.EXPERIENCE:An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work
for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required.
This experience must have been demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
NONQUALIFYING EXPERIENCE:The following kinds of experience are not acceptable as professional architectural experience: professional landscape architecture work consisting mainly of the layout, design, construction, or maintenance of land areas and landscape features, including ground and water forms, vegetation, roads, walks, incidental structures, and other landscape features; experience in the application of artistic embellishment to practical design such as the decoration of interiors, including the construction, layout, and selection of furniture and furnishings that do not alter the basic architectural design of the interior; city and community planning work that relates to the broad social and economic growth and development of such community services and facilities as industry, commerce, transportation, streets, utilities, and parks.

In addition to the basic requirements, applicants must meet the following NSPS QUALIFICATIONS:Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent under the General Schedule (GS) or other pay systems.Equivalent experience may be at the level of the lowest GS grade covered by the applicable pay band; however, the experience must demonstrate the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position filled.Examples of creditable specialized experience include:Professional knowledge of comprehensive planning concepts, standards, methods, practices, techniques, materials, and tools.Ability to plan, conduct, and record site/facilities surveys, inspections, and coordinate with other engineering disciplines, local communities, andother multi-level government organizations. Status candidates must meet time in grade requirements (52 weeks at the next lower grade level.)
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Architectural duties will be dependent upon the location at which the position is filled.Registration as a licensed architect will be required for some positions.Some positions may be supervisory positions and require management responsibilities. Duties for the various positions covered by this announcement are as follows:

YD-0808-01, Developmental Installation Architect
Performs professional architect work in a developmental capacity to YD-0808-2 in support of an Air Force installation.Acquires competencies of the architectural occupation to design, develop, evaluate, manage, and implement small, routine plans for construction and modification of real property facilities to include, but not limited to, offices, aircraft hangars, maintenance, air traffic control, warehouses, domiciles, medical care, child care, dining, and recreation.

YD-0808-02, Installation Level Architect
Performs journey-level professional architect work at an installation in support of area planning and community or zoning applications for installation upgrades and future construction planning and environmental/NEPA compliance for an Air Force installation.Monitors/manages projects and evaluates and recommends programs and develops plans for engineering requirements.Plans, programs, designs, develops, evaluates, manages, and implements plans for construction and modification of real property facilities to include, but not limited to offices, airfields, aircraft hangars, maintenance, air traffic control, warehouses, domiciles, housing and dormitory complexes, medical care, child care, dining, recreation, community areas and, research laboratories.Some facilities have strict architectural design requirements.Primary liaison with construction agents from Army or Navy.May serve as contracting officer technical representative. Additional duties include all aspects of project management duties for multi-million dollar projects to include oversight/management of large complex projects.

YD-0808-02, Air Staff/Field Operating Agency (FOA)/Major Command (MAJCOM) Level Architect
Utilizing professional architectural knowledge, serves as the Air Staff/Field Operating Agency (FOA)/ Command level advisor to installation level engineers on architectural matters concerning facilities planning, programming, designing, construction, and maintenance for different categories of facilities.Serves as a senior professional architect responsible for planning, coordinating and reviewing the architectural design activities for Command construction.Monitors/manages projects and evaluates and recommends programs and develops plans for engineering requirements.Implements and clarifies policies, criteria, and standards to ensure quality and that architectural designs at installations meet higher headquarters’ guidance.Prioritizes the development of base level architectural and landscape standards and assists Base Civil Engineers in development of standards that coordinate with the MAJCOM standards.Recommends modification to USAF design criteria as needed, or modifications of such as needed for specific MAJCOM requirements.

YD-0808-03, Field Operating Agency (FOA) Level Architect
As a current, licensed professional architect, serves as a Field Operating Agency (FOA) architectural subject matter expert and technical authority to management, colleagues, and other experts on matters concerning new construction, renovation, and improvement projects for real property facilities such as laboratories, airfield runways, utility systems, aircraft maintenance shops/hangars, recreation facilities, administrative offices, dormitories, etc.Applies pertinent architectural principles and practices including considerations such as cost, availability, fabrication, performance, and use to advise on facility planning, programming, designing, construction, and maintenance for different categories of facilities.Develops, implements, and interprets Air Force (AF) wide technical standards and criteria.Prioritizes the development of AF requirements and assists customers in development of programs that comply with AF objectives.Works with Major Commands (MAJCOMs) to provide guidance and independently resolve difficult problems/issues impacting the condition and vulnerabilities of area of expertise across the AF and Department of Defense (DoD).Represents the AF with other experts within the DoD services and industry to establish technical guidance.Serves as an AF representative and technical authority at meetings, working groups, conferences, and courses.Identifies, develops, manages, vets, and advocates research and development within area of expertise.Mentors technical project/program managers at MAJCOMs and installations.Develops and advocates for required technical courses.

ADDITIONAL INFORMATION:

Permanent Change of Station (PCS) will be paid for all Centrally Managed Positions; it may or may not be paid for non Centrally Managed positions.

A recruitment bonus and PCS costs may be paid.The payment is at the discretion of the selecting supervisor and requires the employee to sign a 12-month service agreement.The bonus is a one-time lump sum payment made after the employee establishes a residence at the new location.

IAW DoDI 1315.19 Section E6.2.1.3.2. "If an employee brings an infant or toddler (birth through age 2 years of age) to an overseas location and that infant or toddler, but for age is entitled to attend the DoDDS on a space-required bases under DoD Directive 1342.13, the Military Department responsible for providing early intervention services (EIS) shall ensure that the infant or toddler, if eligible for EIS under DoD instructions 1342.12, receives the required EIS."

IAW DoDI 1315.19 Section E6.2.1.3.3."If an employee brings a family member to an overseas location that requires medical or dental care, the employee will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only."
