Located along the banks of the Pecos River, Carlsbad was originally christened the Town of Eddy on September 15, 1888 and organized as a municipal corporation in 1893. On March 25, 1918, the Governor proclaimed Carlsbad as a city. Half of the royalties received by the BLM from the energy leases go directly to the State of New Mexico, supporting educational programs as well as other state funded needs. Along with this energy resource, the office has the only potash - used as fertilizer for citrus groves - program in the country. Not only are the habitat and economic opportunities outstanding, the field office also offers numerous outdoor recreation opportunities. NM-DEU-2008-0058 Petroleum Engineer QUALIFICATIONS REQUIRED: Minimum Education Requirements:A degree in Petroleum Engineering OR (2) A degree in another branch of engineering AND professional experience in Petroleum Engineering. In addition to the minimum education requirements, applicants must have one year of specialized experience equivalent to the next lower grade in the Federal service. Specialized experience is professional experience in petroleum engineering work providing technical expertise for inspection and fluid minerals exploration, drilling, and production operations on oil and gas leases, and reviewing engineering design of oil and gas wells and production facilities. Graduate education may be substituted for this experience as follows: GS-11 - completion of three years of graduate level education in Petroleum Engineering leading to a Ph.D degree. Applicants must possess a bachelor's degree in petroleum engineering OR a bachelors degree in another branch of engineering AND professional experience in petroleum engineering PLUS one year of specialized professional experience equivalent to the next lower grade in the Federal service. It is essential that the incumbent perform a variety of complex technical and routine tasks in accordance with Federal regulations and judgment based upon good oil field practices and extensive experience.The incumbent performs comprehensive subsurface studies of oil and gas reservoirs which may involve well log interpretation, incorporation of correlations, geologic cross-sections, structural and isopach maps of fluid reservoirs, calculations of hydrocarbon reserves and value.Performs complex economic evaluations for drainage determinations.Identifies potentials drainage situations.Evaluates and makes independent interpretations of technical data submitted by industry for commercial well determinations,participating area revisions and lease participation parameters in secondary unit agreements.Analyzes, negotiates and recommends approval for formal agreements proposed by oil and gas industry.Monitors drilling activity on unitized or communitized land for compliance.Approves Sundry Notices related to a variety of production operations.
