EDUCATION:
Undergraduate and Graduate Education: Major study--safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

SPECIALIZED EXPERIENCE:
Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:Managing safety or occupational health program elements.Developing and recommending safety and occupational health policy to higher levels of management.Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

CERTIFICATION:
Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.

SPECIALIZED EXPERIENCE:
At least one (1) year of specialized experience at the next lower grade (GS-07) or qualifying pay band or other pay systems.Specialized experience is experience that equipped the applicant with the particular knowledge, skills and ability to perform successfully the duties of the position.Examples would include a working knowledge of general management functions, practices, and procedures sufficient to understand organizational objectives, safety and occupational health principles, regulations, standards, and work processes of assigned organizational segment; the requirements, methods, and techniques of accident/mishap investigation, analysis, resolution of routine safety problems, and reporting procedures; and risk assessment methods and techniques for evaluating low safety and occupational health risk areas.

GRADUATE EDUCATION:
Successful completion of two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.This education was directly related to the work of the position being filled.

Combinations of successfully completed graduate education and experience may be used to meet total experience requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

The primary purpose of this position is to perform work in a number of ground safety program elements such as inspections/surveys, evaluations, mishap investigations, and safety training.Perform recurring assignments to control or eliminate unsafe physical conditions, equipment and machine hazards, and risks in human performance that may cause injury to persons or damage to property.Perform periodic inspections and evaluations of assigned unit to determine compliance with appropriate occupational safety and health regulations.Conduct independent safety and occupational health surveys of assigned functional facilities, equipment, and operations where normal safety risks are encountered.Use agency checklists and criteria from different standards to determine compliance with conventional occupational safety and health regulations and program specific safety directives and methods.Make minor changes to local procedures when necessary.Evaluate unsafe working practices/conditions; ensure correct safety and protective equipment is available and in use; and determine risk assessment of the hazardous processes/conditions identified.Recommend measures to eliminate or control hazardous practices/conditions that may cause mishaps.Conduct formal investigations of reportable and non-reportable mishaps of a recurring nature involving personal injury accidents, property damage, or occupational illnesses within the assigned functional area.Obtain statements from witnesses, photograph mishap scene, record circumstances of mishap and extent of injuries, estimate cost of property damage, and prepare a formal report of findings with proposed recommendations and abatement dates to correct the unsafe acts/conditions.Compile and analyze mishap data, identify trends, provide managers with mishap/trend analysis data, and assist them in developing programs to reduce mishaps.Use statistical data to prepare charts, tables, and reports.Incumbent may accompany senior personnel in investigations of accidents/mishaps that include those with significant severity and loss. Review and recommend revisions to standard local safety instructions and guides that are relevant to current or planned contractor operations and base employees.Evaluate specific safety standards adopted by national safety associations, societies, or institutes; publications on work processes; and current industrial problems and makes recommendations as to local application related to specific work operations of assigned functional areas.Review plans and specifications for minor construction, building alterations, and/or changes in installation equipment, to ensure compliance with safety codes and standards.Attend pre-construction conferences to brief contractor on safety requirements outlined on standardized checklists.Provide technical recommendations for safety and health in the repair and maintenance of installation facilities and equipment.Identify potential safety hazards to assure adequate fire exits, stairways, aisle space, sprinkler systems, etc.Provide technical safety training and instruction on specific safety procedures to supervisors, employees, and/or unit safety representatives on such areas as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures.
ADDITIONAL INFORMATION:This position is currently a GS position.Upon conversion to the national security personnel system (NSPS) this position may be converted to a corresponding NSPS pay banded position at which time pay may be negotiated in accordance with NSPS regulations.
